A LONG time ago when we were kids (she is 2 years older) we did fool around a little and we tried to have sex but didnt know how because we were to little but she seemed to have "forgotten" it as if i tried anything (which i haven't for many years) she would be non-responsive (although i dont think she told me to stop). You started out mentioning that it was a long time ago, I think that is your first clue about what to do. Kids do a lot of things when they are younger, we explore because we don’t know anything and are interested, this does not mean that he same curiosity exists when we have grown up. Since she is non-responsive it seems that she may not be interested anymore. Especially if you think that she would call the cops or tell you mom, I would say there is nothing there anymore and what you did as kids was just kids being curious. I would suggest that you make some subtle innuendos or play flirt, but it seems like you have already done that to no avail, which again makes me believe that it’s just not there. I would leave it be unless you get some sign from her.
